Would this go kart be street legal in California?

If I purchased a go kart that had 2 mirrors (1 for each side of the kart), headlights, brake lights, turn signals, seat belts and a horn could this be street legal in california? (namely southern california; fallbrook). Side question(s): Would I need a license plate and/or a driver's license to drive the go kart if it is street legal? And are mini bikes/pocket bikes street legal, and do they need license plates and/or a driver's license to operate on the road? Thanks :D
