Would you allow parents to birth children who have a high probability of being severely unhealthy?

You can't stop them without thier consent...unless you were a superhero of sorts then you could swoop in everytime they are having sex and stop it :) But I am no superhero so I would just tell them how I feel about it and hope they decide to get fixed and adopt. Interesting question!
